Subsidiary Legislation 545.24 is titled ELECTRICAL INSTALLATIONS REGULATIONS. The consolidated PDF prints “16th April, 2010” under the title. The amending list is: “LEGAL NOTICE 225 of 2010, as amended by Legal Notice 426 of 2012; Acts XXXIV of 2014 and XXV of 2015 and XXIX of 2019 and Legal Notices 270 of 2016, 45 of 2021 and 283 of 2024.” Regulation 1(1): “The title of these regulations is the Electrical Installations Regulations.” The status page writes “Kollu(ha) fis-seħħ” and Point in Time “29/12/2024”. Those words are on the page, not a sentence inside the regulations. The text is not marked as a draft.
16th April, 2010 is not an entry-into-force sentence. The original Legal Notice 225 of 2010 has no “shall come into force” sentence. Regulation 6(1) only says “prior to the entry into force of these regulations” about a wireman’s licence A, and it gives no calendar day.
The later text is Legal Notice 283 of 2024. Regulation 1(1): “The title of these regulations is the Electrical Installations (Amendment) Regulations, 2024 and these regulations shall be read and construed as one with the Electrical Installations Regulations, hereinafter referred to as the “principal regulations”.” Regulation 1(2): “These regulations shall come into force within two (2) months from their publication in the Gazette.” The notice page prints “Government Gazette of Malta No. 21,336 – 29.10.2024”. The consolidated point in time is 29/12/2024, not 16th April, 2010.
The regulations as a whole are not repealed. Legal Notice 283 of 2024, regulation 6, amends regulation 8 of the principal regulations, and paragraph (c) says “sub-regulation (5) thereof shall be deleted”. The consolidated text says “(5) Repealed by Legal Notice 283 of 2024.”
Regulation 3(1) applies these regulations to electrical wiring installations, alterations and extensions at voltage levels “230/400 (+/- 10%) Volts” inside buildings and other places where an electrical installation is required. That is not only a rule about who may work. Regulation 1(2) is the sentence about services and the authorisation scheme.
BS 7671 is not these regulations. Regulation 2 defines “IET Wiring Regulations” as “the Requirements for Electrical Installations issued by the Institution of Engineering and Technology (I.E.T.) – BS 7671 18th Edition, exclusively as published and applicable on 1st July 2018”. Legal Notice 283 of 2024 deletes the definition “I.E.E. Regulations”. Regulation 13(2): “Unless otherwise specified in these regulations, electrical installations shall comply with the IET Wiring Regulations and with generally accepted principles of good design and safe practices: Provided that the installation of Surge Protection Devices (SPDs) shall not be mandatory.” The fetched consolidated text does not name HD 60364 and does not name IEC.
The current regulation 22(a) sets no numeric cross-section. It says “an insulated and mechanically protected copper conductor cable of adequate cross-sectional area”. The 2010 text had “not smaller than 16mm2”. Legal Notice 283 of 2024, regulation 12, substitutes that paragraph, and the current text does not contain 16mm2. The current English text does not use the words square millimetre or millimetre. Lengths it does use include “one metres and twenty centimetres” and “two meters (2)”.
