Nigerian electrical installations: cross-section in mm² and length in millimetres

The instrument is the Nigerian Electricity Supply and Installation Standards Regulations 2015, Regulation No. NERC/Reg/1/2015. The header is NESIS Regulations V.01. In exercise of the powers to develop Standards and make Regulations conferred by Sections 81 and 96(1) of the Electric Power Sector Reform Act 2005 (Act No. 6 of 2005) respectively, and all other powers enabling it in that behalf, the Nigerian Electricity Regulatory Commission makes the following Regulations for Engineering Designs, Installations, Commissioning and Maintenance of electric power systems in the Nigerian Electricity Supply Industry. The regulation text states no commencement, signature, making day, or gazette date. The NERC page is dated March 12, 2015, and is not marked as the latest version. The NERC regulations list fetched in 2026 still lists these Regulations with that date.

Clause 7.2.1: Every user‟s site electrical installation shall be designed, certified and approved by COREN registered electrical engineers. The certifications and approvals of the electrical designs shall be issued by NERC Zonal Inspectors. All such electrical designs shall, however, meet the applicable standards stated herein, and where no provisions have been made in these standards, the IEC standards shall apply. Clause 1.3: The following normative documents contain provisions, which, through reference in this text, constitute provisions of these Standards. Named items include IEC 60364-5-54, IEC 60364-7-701, IEC 60364-7-704, IEC 60364-7-705, IEC 60364-7-711, NIS/IEC 60364-5-54 (1980-01), NIS IEC 60364-7-702, IEC60364-7-701, IEC60364-7-705, IEC 60364-7-709, and BS 7671-2008: Requirements for Electrical Installations. The text also says requirements of IEC 60364. It does not name HD 60364. It does not call IEC 60364, those parts, or BS 7671 the law.

Clause 1.1 says This introduction does not form part of these Regulations. It then says the Regulations are approved to replace the Electricity Supply (S. I. 5) Regulations and the Electrical Installation Regulations (S.I.6) of 1996 issued under the repealed Electricity Act. Clause 1.6 is the operative repeal: In accordance with Section 98(1) of the EPSR Act 2005, S. I. 5: Electrical Installation Regulation and S. I. 6: Electricity Supply Regulation 1995 Issued under the Electricity Act CAP 106 LFN 1990 as amended are hereby repealed. The heading of 1.6 says Electricity Supply Regulations 1995. The sentence says Electricity Supply Regulation 1995. Clause 1.1 swaps the instrument numbers and says 1996. Those two passages are not the same.

The extracted text sets conductor cross-sections. The word millimetre does not appear. Examples, spacing as extracted: not less than 1.5 mm2; Not less than 1.5 mm2 for surface wiring using PVC insulated PVC sheath copper cables; Not less than 16 mm2 for aluminium conductors; Not less than 0.75 mm2 for flexible cables and flexible cords; smaller than 6mm2. One table line is single-phase a.c. or d.c 3 cables. In that line a.c. has periods and d.c has no period after c. A nearby line writes 3-phase a. c. with a space before c.

A later text is filed as a draft, not as a made amendment. The NERC page dated October 31, 2025, under Draft Documents, is Draft Grid Code Version 3 and NESIS Regulations Version 2. The NERC page dated January 13, 2026 says updates to the NESIS Regulations were still being finalised. It does not state what any amendment changed.

The file fetched from NEMSA is headed A Bill For An Act to repeal the Electric Power Sector Reform Act, No. 6, 2005 and the commencement line is [ ] Commencement. It is not a gazette. Section 231(1): Except as otherwise provided in this Act, the Electric Power Sector Reform Act, No. 6, 2005 is repealed. Section 230(1)(b), as the scan reads, continues regulations, orders, directives, codes and standards or other subsidiary legislation issued or recognised by the Commission under the repealed Act which had effect immediately before commencement, to the extent they have not been amended by the Act or where necessary an amendment is carried out to bring them into conformity with the provisions of this Act. The fetched Act text does not name IEC 60364, HD 60364, or a conductor cross-section. No gazette date or signature date was on the fetched pages.
