South African electrical installations: cross-section in mm² and length in millimetres

The instrument is the Electrical Installation Regulations, 2009, Government Notice No. R. 242 of 6 March 2009, under the Occupational Health and Safety Act, 1993 (Act No. 85 of 1993). Government Gazette No. 31975, 6 March 2009, page 3. The making line says the Minister of Labour, after consultation with the Advisory Council for Occupational Health and Safety and the Minister of Finance. It does not print the Minister’s name. Regulation 16 repeals exactly: The Electrical Installation Regulations, 1992, promulgated by Government Notice R. 2920 of 23 October 1992, as amended by Government Notice No. R. 962 of 20 May 1994, are hereby repealed. Regulation 17: These Regulations shall be called the Electrical Installation Regulations, 2009, and shall come into effect on 1 May 2009: Provided that regulation 5(6) shall come into effect on 1 April 2010. The text layer of the same PDF reads the short-title number as 11. The printed page reads 17.

Regulation 5(1): No person may authorise, design, install or permit or require the installation of an electrical installation, other than in accordance with a health and safety standard incorporated into these Regulations under section 44 of the Act. Regulation 5(3): Items of an electrical installation not covered by an incorporated health and safety standard, and the conductors between the point of supply and the point of control, shall be installed in accordance with the by-laws or regulations of the supplier concerned. That sentence sets no conductor size. Regulation 5(5) applies where the voltage exceeds 1 kV. The regulations do not name IEC 60364 or HD 60364. They do not set a conductor cross-section. The word millimetre does not appear. mm appears for a photograph, 40 mm by 30 mm, not for a conductor.

Government Notice No. R. 243 of 6 March 2009, same gazette, page 28, is signed MMS MDLADLANA, Minister of Labour. It incorporates safety standards into the Electrical Installation Regulations, 2009, under section 44. The schedule prints SANS 10142-1: The wiring of premises Part 1: Low-voltage installations. That standard is incorporated. It is not called these Regulations. The same schedule prints SANS 10086-1, SANS 10089-2, and SANS 10108, with a space after SANS. The definition of specialised electrical installations in R. 242 prints different spacing: SANS10086-1, SANS 10089-2, SANS10108, and SANS10142-1 for medical locations. Those tokens are not the schedule line.

Government Notice No. 1225 of 11 December 2015, Government Gazette No. 39504, page 25, is signed T. Szana, Chief Inspector. It incorporates one more standard into the 2009 regulations and comes into effect on 1 April 2016. The schedule is SANS 10142-2: The wiring of premises Part 2: Medium-voltage installations above 1 kV a.c. not exceeding 22 kV a.c. and up to and including 3 MVA installed capacity. a.c. has periods. This notice does not name SANS 10142-1, does not name IEC 60364, and does not repeal R. 242 or R. 243. No later notice amending the text of the 2009 regulations was in the gazettes fetched. The text of SANS 10142-1 itself was not fetched.
