Use the rule from the Texas program you are applying to and keep a retest separate from a new application. Austin says applicants who miss its qualifying score must wait ninety (90) days before retaking the test; it also says an early retest is invalid and begins another three-month wait. West Texas says three months must pass before a retest, keeps that three-month rule after each later retake, and tells applicants who are not selected during its one-year eligibility period to reapply if still interested.

Austin retest rule
Austin applies its ninety-day wait to an applicant who does not meet the qualifying score. Its page also says a test taken before three months have passed is invalid and starts another three-month wait.

West Texas retest and reapplication rules
West Texas says a full three months must pass before a retest and that the three-month rule remains after each later retake. Its page says a person not selected during its one-year eligibility-list period needs to reapply if still interested. For another JATC, use the retest wait printed on that JATC’s own applicant page.
