Fleet Capacity and Driver Compliance Plan
Fleet planning is not a shopping list. It connects the approved work forecast to available units, qualified operators, current maintenance status, inspection records, testing equipment and spare capacity. Keep capacity planning separate from the legal review that determines USDOT, CDL and driver-record duties.
Boundary: This guide does not select a vehicle, approve a lift or rigging plan, teach operation, perform an inspection, decide driver qualification or determine regulatory coverage. Use the actual employer process and qualified reviewers.
Official source checkpoints
O*NET lists monitoring tool and part inventories, monitoring equipment condition, requisitioning equipment and designing equipment configurations to meet personnel needs among work reported for first-line supervisors of mechanics, installers and repairers. That supports a capacity register with condition and responsibility fields.
FMCSA provides a current USDOT determination page based on vehicle characteristics, use and commerce. Texas DPS describes a CDL as a professional license for operating large commercial vehicles and buses on public roads and points applicants to current classes, endorsements and testing information. FMCSA also publishes a Driver Qualification File Checklist. Use these official pages as review destinations, not as permission to drive or a substitute for a case-specific determination.
1. Superintendent fleet-capacity board
Build the board from approved work demand. A category such as digger derrick or bucket truck is not enough. The record needs the company unit identity, approved capability source, current assignment, operator requirement, maintenance status, inspection or test record, unavailable period, backup plan and decision owner.
| Capacity lane | Demand source | Assigned unit | Capability source | Operator requirement | Maintenance or test status | Backup | Owner |
|---|---|---|---|---|---|---|---|
| Digger derrick | Approved work forecast | Company unit ID | Approved company record | Employer-confirmed | Current record and next review | Confirmed or unresolved | Named role |
| Bucket truck | Approved work forecast | Company unit ID | Approved company record | Employer-confirmed | Current record and next review | Confirmed or unresolved | Named role |
| Rigging and test equipment | Approved work forecast | Company asset ID | Approved company record | Employer-confirmed | Current record and next review | Confirmed or unresolved | Named role |
| Critical spares | Approved work and inventory record | Storage identity | Approved specification | Not applicable or named role | Condition and review record | Confirmed or unresolved | Named role |
Capacity review sequence
- Start with the approved work forecast and the company’s required capability record.
- Match only units whose current company record supports the requirement.
- Check operator, maintenance, inspection and test dependencies through the employer system.
- Mark unavailable units and unresolved qualifications visibly.
- Confirm a backup plan without treating an unapproved substitute as available.
- Route purchase, lease, substitution and deployment decisions to the authorized owner.
2. Owner fleet and driver compliance register
Create one identity row for the company, each covered unit and each driver role. Link the USDOT determination record, state registration review, approved use, CDL or endorsement review, driver qualification record, maintenance program, inspection record and responsible reviewer. Applicability must be confirmed for the actual vehicle, use and commerce.
| Register item | Official review source | Company evidence | Reviewer | Checked on | Status | Next action |
|---|---|---|---|---|---|---|
| USDOT determination | FMCSA current determination page | Vehicle, use and commerce record | Qualified compliance role | Date | Confirmed or unresolved | Named follow-up |
| CDL and endorsements | Texas DPS current CDL pages | Actual vehicle and driver role | Employer and licensing reviewer | Date | Confirmed or unresolved | Named follow-up |
| Driver file | FMCSA current checklist | Employer-controlled private file index | Qualified compliance role | Date | Confirmed or unresolved | Named follow-up |
| Maintenance and inspection | Applicable official and company sources | Unit-specific record | Fleet owner | Date | Confirmed or unresolved | Named follow-up |
Questions for the compliance reviewer
- Which exact company, vehicle, use and commerce facts control the USDOT determination?
- Which CDL class or endorsement review applies to the actual vehicle and assignment?
- Which driver-file records apply, where are they controlled and who may review them?
- Which maintenance, inspection and test records are current for each unit?
- What event requires the determination or record to be reviewed again?
Next step
Place the fleet review in the public career map, or review the membership options for private practice. This site does not issue a CDL, register a carrier, authorize a driver, inspect equipment or guarantee compliance.
