Texas Electrical Inspector Workflow, Authority, and Record Checklist

Use one traceable case file to connect the assigned scope, approved documents, field observations, photographs, findings, responses, rechecks, and final status.

Boundary: this checklist does not issue a license, make an appointment, approve a permit, authorize an inspection, decide an appeal, or replace a local procedure. Verify the exact authority and adopted process for every assignment.

Close every inspection with the same evidence loop

O*NET lists plan review, construction inspection, communication about remedial action, daily logs, and photographs among construction and building inspector tasks. Turn those separate tasks into one repeatable record instead of leaving the result across unrelated notes.

  1. Open the case: record the case ID, site, assigned role, jurisdiction or program, inspection stage, decision owner, and written scope.
  2. Freeze the document set: record the approved plan, specification, permit, revision, prior finding, and any missing document as Needs confirmation.
  3. Record entry and observation: save the date, location, visible condition, method used, and any access limit. Keep observation separate from interpretation.
  4. Index photographs: connect each image to the location, observation, date, and case ID. Do not let an unlabeled image stand in for a finding.
  5. Write the finding: state the observed condition, the verified reference path, the responsible decision owner, and the requested response without copying protected code text.
  6. Track response and recheck: preserve the response, changed documents, correction evidence, recheck observation, and unresolved question.
  7. Close or escalate: record the final status, closeout basis, approver, date, retained evidence, and appeal or escalation path. Never overwrite the earlier record.
Done right: another authorized reviewer can reconstruct what was assigned, what was seen, which document version controlled, what changed, and why the case was closed or left open.

Keep authority and credential evidence beside the case

A current credential is only one part of the authority record. ICC says certification renewal depends on continuing education and tells holders to retain proof for manually entered CEUs. The assignment file must also preserve the local appointment or program approval that applies to the work.

Appointment and jurisdiction

Record the appointing authority, role, effective date, written source, limits, and review owner. A job title alone is not the source.

Permit or program

Record the permit, case, or program identifier and the exact scope it controls. Keep an IHB approval tied to IHB work.

Credential status

Record the credential name, issuer, status source, verification date, and any local recognition question. Do not merge certification, license, and appointment.

Renewal and CE evidence

Record activity, completion date, issuer, proof location, acceptance status, renewal due date, and unresolved verification.

Before labeling the case as authorized, confirm that the role, jurisdiction or program, credential where required, permit or case, and effective dates all point to the same assignment.

Confirm authority and responsibility for each case

TDLR defines a third party inspector for the Industrialized Housing and Buildings program as an approved person or agency qualified for that program, including facilities, personnel, experience, demonstrated reliability, and independence of judgment. That definition is bounded to the IHB program and specified compliance work.

  1. Name the local authority, client, employer, or program that owns the decision.
  2. Name the written appointment, contract, permit, or program approval and its exact scope.
  3. Separate observation, recommendation, acceptance, enforcement, plan review, and appeal responsibilities.
  4. Check for a construction, design, contracting, or financial interest that could affect an independent decision.
  5. Mark the assignment Needs confirmation when the authority source, scope, independence review, or accepting party is missing.
Do not transfer authority: IHB approval does not create authority for every city, county, private, or unrelated program inspection. A private contract also does not create public enforcement authority.

Link plan review comments to field results

ICC describes the Electrical Plans Examiner role as reviewing plans, drawings, and specifications for compliance. A reliable senior workflow keeps that document review traceable to later responses and field verification without treating a drawing as proof of an installed condition.

  1. Give each review comment a stable ID and record the sheet, detail, specification, revision, question, and verified reference path.
  2. Record the responsible reviewer, response, response date, revised document, and disposition without deleting the original comment.
  3. Create a field checkpoint only when the approved response requires later verification. Name the expected evidence and assigned inspector.
  4. At the site, record only the visible condition and controlling document version. Route unresolved interpretation to the assigned decision owner.
  5. Close the comment only when the review response, approved revision, field result, and closeout owner form one traceable chain.

Preserve consistent interpretation and appeal records

ICC’s Code of Ethics calls for integrity, fairness, professional conduct, competence, and disclosure of known or potential conflicts for people participating in ICC activities. Use those principles as a professional benchmark, while the target authority’s adopted rules and procedures control the actual case.

Interpretation record

Save the question, verified facts, governing source, document version, reasoning, decision owner, date, and affected cases.

Consistency check

Compare similar cases by source and facts. Record the reason when a different fact or rule produces a different result.

Appeal or escalation

Record the published route, deadline owner, submitted evidence, reviewing authority, status, and final outcome. Do not invent a universal appeal path.

Retention and boundary

Name the official record owner, retention source, access limits, and jurisdiction or program boundary. Keep local and IHB authority separate.
