OSHA Scope Review Record for a Line Contractor

A company owner needs a repeatable way to identify the work, installation, activity and employer relationship before asking which standard and customer requirement control it. The output is a review record, not a field procedure.

Boundary: This guide does not decide coverage, interpret a legal duty, approve a work method, replace employer training or authorize any field work. Use the current OSHA text, the actual contract and customer standards, and qualified safety and legal reviewers.

What the official pages establish

OSHA’s electric-power eTool says 1910.269 applies to specified operation and maintenance work on electric-power generation, transmission and distribution installations, and it describes additional covered systems and activities. The eTool also explains that 1910.269 does not normally apply to general building electrical systems.

OSHA 1926.950 states that Subpart V covers construction of electric-power transmission and distribution lines and equipment, including the erection of new lines and equipment and the alteration, conversion and improvement of existing lines and equipment. OSHA’s Subpart V page provides the current section index.

These official pages are the start of a case-specific review. A job title or customer name alone is not enough to select the controlling standard.

1. Scope gate before technical review

Open one scope record for the actual work package. Keep the record unresolved until the responsible reviewers confirm the installation, activity, employer relationship and applicable standard set.

Decision field Evidence to identify Official review destination Customer source Reviewer Status Next question
Installation Actual system, location and boundary OSHA scope pages Current owner standard Qualified safety and legal roles Confirmed or unresolved Which boundary needs proof?
Activity Operation, maintenance, construction or other described work 1910.269 and 1926 Subpart V Current work package Qualified safety and legal roles Confirmed or unresolved How is the activity documented?

Other standards Standards identified by the reviewer Current official text Current customer list Qualified safety and legal roles Confirmed or unresolved What additional source applies?

Stop points

  • The work package or installation boundary is unclear.
  • The activity description conflicts across documents.
  • The employer, contractor, host or customer role is not confirmed.
  • The official text, customer standard or contract version is missing.
  • The responsible reviewer has not confirmed which sources apply.

2. Technical-standard and contract-scope register

After the scope gate is reviewed, index the standard name, exact section or customer document, version or check date, work-package link, reviewer, training owner, procedure owner and unresolved conflict. Do not copy a public standard heading into a company procedure and call the gap closed.

  1. Record the official OSHA URL and the date it was checked.
  2. Record the current customer standard identity and the authorized source location.
  3. Record the contract or work-order scope that connects the requirement to the project.
  4. Identify who develops or approves the company procedure.
  5. Identify who confirms training and authorization for the assignment.
  6. Log conflicts or missing evidence without selecting a convenient answer.
  7. Set a review event for scope, owner, standard or work-package changes.

Questions for safety and legal reviewers

  • How is this installation classified from the facts in the current work package?
  • Is the activity operation, maintenance, construction or another category for this review?
  • Which OSHA provisions apply together, and which other standards must also be reviewed?
  • Which customer technical standards are incorporated into the actual contract scope?
  • Who owns the company procedure, training, qualification and assignment authorization?
  • What change requires a fresh scope decision?
