Texas Utility Vendor Prequalification and Bid Control

Use one record for supplier readiness and another for each opportunity. Registration can make a company discoverable, but it does not promise a bid invitation, award or contract.

Decision boundary: Keep every unknown visibly unresolved. Confirm the actual project with the responsible authority, customer, employer and qualified adviser before relying on a record.

TXL-L5-005: keep the supplier profile current after registration

Create one row per utility, cooperative or public owner. Use only its current official supplier route. Do not submit anything from this worksheet; it is a private readiness record.

Control Evidence Freshness owner
Supplier identity Legal name, public contact, service areas and official registration status Company records owner
Capability Exact work categories, crews, equipment, geography and capacity limits Operations owner
References and performance Permission to use reference, comparable scope, completion record and corrective-action status Contract lead
Safety and risk evidence Requested performance record, insurance, bond and program documents Safety and risk owners
Renewal and change log Source URL, checked date, expiry, update owner and change receipt Vendor-profile owner

Oncor says its registry may help procurement teams identify potential suppliers but does not guarantee work or a contract. CPS Energy similarly separates supplier registration from any contract or intent to purchase. The company record therefore tracks continued qualification instead of marking registration as success.

TXL-L5-013: use a gated RFP and MSA response path

Open an opportunity record only from the owner’s official procurement page. Save the source, issue date, due date, authorized question route, amendments and required documents before a go or no-go review.

Gate Decision Evidence Stop condition
Opportunity intake Is the source official and current? Owner page, identifier, dates and amendment log Unverified or expired source
Go or no-go Do scope, qualifications, cash, risk, schedule and capacity fit? Named reviewer and reason for every criterion Critical criterion unresolved
Question control Which ambiguity needs an official answer? Draft question, authorized route, response and amendment effect Answer obtained outside the authorized route
Response and subcontract Does every requirement have an owner and evidence? Compliance matrix, subcontract scope, flow-down and review status Missing evidence, approval or capacity
Submission and MSA Was the exact approved package submitted and was a separate contract review completed? Version, receipt, exceptions, award status and signed agreement No receipt or unresolved contract exception

City of Austin procurement guidance separates vendor registration, solicitation documents, response submission and contract execution. This control adds capacity, cash, subcontract and evidence gates before the company spends bid effort.
