Texas Line Contractor Bid Pipeline and CRM Playbook
Turn scattered leads into a measurable owner process. Define the target market, decide when to bid, record the next action, preserve the loss reason and choose software by workflow fit instead of brand claims.
Boundary: this workflow does not promise leads, contracts, revenue or award decisions. Verify procurement, qualification, insurance, safety and contract requirements with the issuing organization and qualified advisers. This site does not issue licenses, submit bids or guarantee work.
Bid pipeline from market to close
| Stage | Required CRM fields | Exit evidence | Owner | Next action | Loss reason if closed | Status |
|---|---|---|---|---|---|---|
| Target market | Customer type, service area, work category, buyer role and source | Written fit statement | Market owner | Build named account list | Outside target market | Active or parked |
| Account | Organization, official contact channel, procurement path and relationship history | Verified account record | Account owner | Confirm buyer process | No valid route to buyer | Researching or qualified |
| Opportunity | Source, scope, location, required qualification, decision date and known competitors | Source-linked opportunity record | Opportunity owner | Run bid or no-bid gate | Scope mismatch | New or qualified |
| Bid or no-bid | Scope fit, capacity, required records, risk reviewer and decision reason | Dated decision | Bid owner | Prepare response or close | No-bid reason | Bid or no-bid |
| Proposal | Submission instructions, required documents, open questions and approval status | Approved submission set | Proposal owner | Submit only through the issuer’s current process | Incomplete or late | Draft, approved or submitted |
| Follow-up | Last contact, next action, due date, response and owner | Dated activity record | Account owner | Complete the next agreed action | No response or timing | Waiting or active |
| Decision | Outcome, source, reason, feedback, competitor if confirmed and review date | Decision record | Pipeline owner | Handoff or loss review | Price, scope, capacity, qualification, relationship, timing, unknown | Won, lost or withdrawn |
SBA’s planning framework connects target market, sales steps, goals, action plan, budget and measurement. A CRM should preserve that process. It should not invent qualification, buyer intent or the reason an opportunity was lost.
Loss review without guessing
- Use a confirmed reason only when it comes from the buyer or an internal decision record.
- Use unknown when no source confirms the reason.
- Separate no-bid, withdrawn and lost. They describe different decisions.
- Record one corrective action, one owner and one review date. Do not rewrite the outcome to make the dashboard look better.
