Texas Lineworker Equipment Readiness: Build a Record Before Dispatch
Having an item on the truck does not prove that it was inspected, tested, assigned, authorized or matched to the work. Use a readiness record before dispatch and keep unresolved items out of the ready column.
This page gives no inspection, test, rigging or live-line procedure. The employer’s program, qualified reviewers and work-specific authorization control field use.
Build an evidence register, not a memory list
OSHA 1910.269 places training, briefing, live-line tool condition, equipment and material duties inside the employer’s covered safety system. A private checklist cannot replace that system.
OSHA 1910.137 requires periodic electrical tests for electrical protective equipment under the standard. Record the employer-held evidence and status; do not self-test or invent a due date.
O*NET lineworker data lists equipment checks, vehicle use, transport of tools and materials, inspection and testing as occupation tasks. A dispatch record should therefore connect the work, item and responsible reviewer.
| Evidence field | What to record | Stop condition |
|---|---|---|
| Work package | Exact job, location, revision and responsible person | Scope or revision is missing |
| Item identity | Category, unique ID or fleet ID, assigned owner and location | Item cannot be uniquely matched |
| Condition evidence | Inspection status, date, record link and reviewer | Defect, contamination or missing status |
| Test evidence | Applicable test record, result status, date and evidence owner | Required record is missing, expired or conflicts |
| Authorization | Who may use it, task boundary and approving role | User, task or permission is unresolved |
| Job match | Rating or employer-defined suitability reference | Work conditions do not match the approved record |
| Service status | Ready, restricted, quarantined or removed from service | Anything except confirmed ready for this assignment |
| Return and follow-up | Return location, defect report and next responsible reviewer | No owner for an open issue |
Cover the complete set
Use separate rows for insulating protective equipment, live-line tools, lifting and rigging items, vehicles and aerial devices, test instruments, grounding equipment, fall protection and any job-specific device. Keep the categories separate because the controlling evidence can differ.
Turn the register into a crew resource board
O*NET supervisor data lists inventory monitoring, supply requests, equipment condition and operational record compilation. The foreman-level output is a visible resource and shortage record, not a verbal assurance that everything is loaded.
| Resource | Need and quantity | Assigned source | Readiness evidence | Shortage response | Owner |
|---|---|---|---|---|---|
| Tools | Work-package requirement | Gang box, warehouse or assigned kit | Identity and status record | Hold, request or approved substitution | Named role |
| Materials | Bill or approved material list | Warehouse, staging area or supplier | Count and accepted condition | Escalate shortage and protect sequence | Named role |
| Rigging | Approved lift or task plan input | Assigned storage or truck | Identity, status and qualified review | Hold affected task | Named role |
| Vehicles | Crew and work-package requirement | Fleet assignment | Vehicle status and attachment record | Reassign only through responsible fleet role | Named role |
| Test equipment | Approved procedure input | Assigned kit or specialist | Identity, status and responsible reviewer | Hold measurement-dependent task | Named role |
Track each shortage against the affected sequence, required-by time, escalation owner and approved resolution. Do not substitute equipment, change a work method or release a task from this worksheet.
