Texas Electrical Inspector Foundations: Roles, Observation, and Tool Limits

Start by separating the work being installed, the design and code sources being reviewed, the observations being recorded, and the person or authority who owns each decision.

Boundary: This is a desk and supervised-observation planning worksheet. It gives no live-work, testing, disassembly, measurement, repair, or code-decision procedure. Do not touch or test equipment unless the employer has trained, authorized, and supervised the task.

Official public sources were checked on 2026-10-27. Recheck the current source and the employer or authority procedure before using this worksheet for a real decision.

1. Build the role, source, and authority map

What is missing until this is complete: separate rows for installation work, design information, code and local requirements, inspection observations, and the decision owner. A code reference alone does not establish who may design, install, inspect, interpret, or approve a specific item.

Layer Record Keep separate
Installed work System or component being observed and the responsible trade role Do not treat observation as permission to alter it
Design information Drawing title, revision, specification, and unresolved conflict Do not treat a drawing as the final authority for every question
Code source Exact source identity, edition or adoption question, topic, and check date Do not copy a remembered rule into the record
Inspection record Observed condition, evidence ID, scope limit, and open question Do not turn an observation into a code decision
Decision authority Employer, supervisor, jurisdiction, or other responsible role Do not issue a decision under another role’s name
  1. Choose a fictional scenario and write one sentence for each layer.
  2. Label every statement as observation, source-backed fact, unresolved question, or responsible-role decision.
  3. For a real question, verify the current local source and decision owner before relying on the note.

2. Practice only controlled observation and recording

What is missing until this is complete: a supervisor-defined purpose, observation boundary, drawing or equipment identity, safe viewing position, evidence fields, questions, stop conditions, and review owner. Unsupervised equipment contact or live testing is outside this exercise.

Before observation During observation After observation
Confirm training context, supervisor, allowed area, and prohibited actions Record visible labels, drawing references, and observations without touching equipment Separate observation from interpretation and ask the supervisor to review
Confirm whether photos are permitted and how records must be stored Use an alias and evidence ID, not personal or client data Mark every missing or conflicting item unresolved
Stop: Do not open equipment, remove a cover, approach an electrical hazard, handle a tool, or perform a test from this worksheet.

3. Create a tool purpose and limit register

What is missing until this is complete: the purpose, record produced, training required, permission owner, identity or revision, status check, and known limitation for drawings, cameras, measuring tools, record systems, and test equipment. A tool name by itself does not show that it is suitable or permitted.

Resource Record before use Limit that stays visible
Drawing or plan Title, revision, sheet, relevant detail, and conflict status May not represent current field conditions or local acceptance
Camera Permission, evidence ID, time, subject, and storage rule A photograph does not supply missing context or authority
Measuring tool Tool identity, employer status, unit, task, and trained user No use when identity, status, training, or permission is unclear
Record system Case alias, version, required fields, access rule, and reviewer A saved record is not automatically complete or approved
Test equipment Employer procedure, exact task, authorization, tool status, and supervisor This page gives no selection, setup, contact, reading, or interpretation procedure

4. Check status before supervised tool use

What is missing until this is complete: the employer procedure, exact task, worker training and authorization, tool identity, inspection or status record, permitted condition, evidence destination, and supervisor review. Familiarity with a similar tool does not fill any missing field.

  1. Use a fictional tool register and locate the employer procedure named by the scenario.
  2. Match the exact task, tool identity, user authorization, and status record.
  3. If any field is missing, conflicting, expired, damaged, or outside training, mark the task Do not use, supervisor review required.
  4. For a completed fictional observation, record the evidence ID and review owner without adding a technical conclusion.
