Texas Line Contractor Delivery and Workforce Control System

Use this local planning guide to turn owner knowledge into repeatable company records. It does not authorize field work, replace employer safety procedures or decide whether a person is qualified for an assignment.

Decision boundary: Keep every unknown visibly unresolved. Confirm the actual project with the responsible authority, customer, employer and qualified adviser before relying on a record.

TXL-L5-002: run one delivery record from scope to closeout

Start one record before estimating. Keep the customer request, drawings, site constraints, exclusions and unresolved questions in the same scope-review row. A repeatable gate prevents a verbal assumption from silently becoming price, schedule or field direction.

Gate Required record Decision owner Stop condition
Scope review Included work, exclusions, interfaces, source files and open questions Contract lead Unresolved owner or requirement
Estimate Labor, material, equipment, subcontract, contingency and assumptions Estimator and approver Estimate cannot trace back to scope
Release Approved scope, schedule, crew, procurement and customer dependencies Operations lead Missing approval, record or dependency
Quality and test Applicable acceptance criteria, inspection or test evidence, defect owner and retest status Named company reviewer Open defect or missing acceptance evidence
Closeout Customer acceptance, changes, final records, invoice status and lessons Project owner Open deliverable, claim or payment item

O*NET lists estimating, scheduling, inspection, performance review, training and operational records among supervisor tasks. The table above adds a single handoff path, named owners and visible stop conditions so the company can repeat the process.

TXL-L5-008: build the workforce system before adding crews

Use one role card for each position. Define job-related requirements, who verifies them, the onboarding sequence, required company training records, the crew schedule, performance review dates and the backup person for each critical responsibility.

Control Minimum evidence Review trigger
Hiring Role requirements, consistent interview criteria and verification owner New role or changed duties
Onboarding Required forms, policy acknowledgement, system access and assigned reviewer Every start or transfer
Training Topic, source, trainer, observed evidence, date and next review Changed task, procedure or evidence
Performance and schedule Job-related expectations, observed results, coaching action, coverage and fatigue flags Planned review and exception
Succession Critical duty, current owner, backup, readiness gap and handoff evidence Owner change or missing backup

The Texas employer guide supplies hiring and employment-administration topics. This control system adds one evidence path from recruiting through succession while leaving case-specific employment decisions to the responsible company adviser.
