Texas Lineworker Crew Leadership: Coaching, Planning and Promotion Evidence

Good crew leadership turns current documents and system information into visible questions, owners, boundaries and acceptance evidence. It does not replace the employer’s procedures or authorization.

No field procedure appears here. Covered work requires the employer’s training, supervision, job-specific procedures and authorization.

Coach with task repeat-back and observable feedback

OSHA 1926.952 requires a briefing before covered work and identifies hazards, work procedures, special precautions, energy-source controls and PPE as briefing subjects. The employee in charge owns that briefing under the standard.

The same OSHA job-briefing page requires another briefing when significant changes may affect safety. A repeat-back is a learning check inside the employer process, not permission for an apprentice to proceed alone.

Before supervised practice

  • Name the task and exact boundary.
  • Ask the apprentice to repeat the expected result, identified hazards, stop conditions and responsible person.
  • Correct misunderstandings before the task moves forward.
  • Confirm the current procedure and supervision level through the employer.

After supervised practice

  • Record the task, date, observer and source document.
  • Describe observable actions, not personality labels.
  • Separate completed evidence from skills still needing supervised practice.
  • Route any safety or authorization issue to the responsible employer role.
Feedback field Useful evidence Avoid
Expected standard Current procedure, briefing point or employer criterion A memory-based rule
Observed action Specific action and work context A vague label such as good or bad
Boundary kept Stop, escalation and supervision evidence Treating silence as approval
Next practice One supervised learning objective and reviewer A blanket qualification statement
Follow-up Date, evidence owner and unresolved question A promise that the learner is ready for every task

Translate a work package into an executable crew plan

O*NET supervisor data lists interpreting specifications, planning sequences, coordinating personnel, training workers, monitoring inventory and compiling records. Build the plan from current controlled inputs and expose every missing input.

Plan layer Controlled input Crew-facing output Hold point
Scope Work order, drawing and revision In-scope result and explicit exclusions Revision or boundary conflict
System state Current operator or employer record Known state, required confirmation and owner State not confirmed
Sequence Approved procedure and dependencies Ordered work blocks and handoffs Dependency missing or changed
People Crew roster, qualification and authorization record Role assignment and supervision need Skill or authorization gap
Resources Material list, tool register and fleet assignment Staged resources and shortage list Critical item not ready
Quality Specification and acceptance record Checkpoints, evidence and accepting role Acceptance criterion missing
Coordination Dispatch, customer and contractor interface Contact role, decision owner and handoff record Conflicting direction
Change control Current revision and employer process Change question, reviewer and disposition Unapproved change

The private plan should make uncertainty visible. It must not direct switching, rigging, energized work or another hazardous field action.

Build promotion evidence from coordination outcomes

O*NET lineworker data lists coordination with other workers as part of assignment preparation and completion. O*NET supervisor data also lists coordination with management, customers, quality roles and worker representatives.

Evidence item Record Proof of value
Dispatch handoff Request, priority, owner, decision and time Confirmed assignment or documented unresolved conflict
Customer representative Requirement, constraint, acceptance owner and response Accepted deliverable or tracked open item
Other contractor Interface boundary, dependency and responsible party Handoff evidence without scope confusion
Visiting crew Host rules, local information owner and work boundary Acknowledged questions and controlled handoff
Quality closeout Required evidence, reviewer and disposition Accepted record or clearly rejected item with correction owner
After-action learning What changed, evidence and next control Repeatable improvement linked to a real record

Redact personal and customer-sensitive information. Promotion evidence should show the problem, your role, the responsible decision owner, the handoff and the accepted result. It should not claim authority you did not hold.
