Texas Lineworker Storm Assignment Records: Cash, Tax and Agreement Checks
A high gross amount can still leave uncertain cash, reimbursement, tax and agreement questions. Keep the records separate and take unresolved decisions to payroll, the plan administrator, a CPA, an attorney, an insurance professional or the responsible union and employer representative.
This guide provides record fields and questions. It does not provide tax, legal, insurance or contract advice and does not decide worker classification.
Track assignment cash by event and evidence
IRS recordkeeping guidance says a business recordkeeping system should clearly show income and expenses and retain supporting transaction documents. Use the same evidence discipline for a private assignment record even when payroll, reimbursement and personal cash views remain separate.
IRS Publication 463 explains that reimbursement treatment depends on the arrangement and that adequate accounting uses timely records plus documentary evidence. Record the employer’s actual policy and take tax questions to a qualified adviser.
| Event | Evidence | Cash view | Open question |
|---|---|---|---|
| Assignment accepted | Offer, activation or dispatch record | No cash counted until payment terms are documented | Who is the employer and what agreement controls? |
| Hours recorded | Approved time record | Expected gross pay kept separate from deposits | Which hours and premiums were accepted? |
| Travel or lodging paid | Receipt and payment proof | Out-of-pocket cash by date | Is reimbursement available and what proof is required? |
| Expense submitted | Expense report and receipt | Receivable from employer, not cash on hand | Who approves and when is payment expected? |
| Per diem or advance received | Pay statement or advance record | Deposit recorded separately from expenses | What accounting or return process applies? |
| Payroll deposited | Pay statement and bank deposit | Available cash after actual deposit | Do statement and deposit reconcile? |
| Reimbursement deposited | Approval and deposit evidence | Recovered cash matched to submitted expense | Which items remain unpaid or denied? |
| Tools purchased | Employer list, receipt and ownership record | Out-of-pocket tool cash | Who owns, replaces or reimburses the item? |
Use a weekly view with opening cash, actual deposits, paid expenses, approved but unpaid reimbursements, upcoming obligations and closing available cash. Keep gross earnings, reimbursements and available cash as three different totals.
Prepare a tax evidence handoff without making a tax decision
IRS worker-classification guidance says classification depends on facts and circumstances across behavioral control, financial control and the relationship of the parties. A W-2, 1099 form, contract label or payment method should be recorded, not used alone to decide status.
| Evidence bucket | Keep | Question for a CPA or responsible reviewer |
|---|---|---|
| Employment income | Pay statements, W-2 if furnished, employer identity and work locations | Which state and federal return treatment applies to this work? |
| Nonemployee income | Contract, invoices, payment records and 1099 form if furnished | Does the facts-and-circumstances record support the reported relationship? |
| Reimbursements | Policy, expense reports, receipts, approvals, advances and repayments | How should each arrangement and unmatched amount be handled? |
| Travel | Dates, locations, business purpose, assignment and receipts | What evidence applies to the actual relationship and trip? |
| Tools and equipment | Receipt, business purpose, employer requirement, reimbursement and ownership | What treatment, if any, applies to this specific item? |
| Multi-state work | Work dates and locations, employer, payroll withholding and assignment | Which filing duties and credits apply to the actual facts? |
| Records by year | Source document, issue date, tax year and corrected version | How long should each record be kept for this situation? |
Do not place Social Security numbers, bank details or unredacted tax forms in a shared worksheet. The member exercise should use redacted evidence references.
Review the controlling agreement, benefits and scope together
Department of Labor CBA guidance says its public file includes voluntary submissions and some material may not be current or available for every bargaining unit. Use a public copy for research, then obtain the agreement that the employer or union confirms controls the assignment.
Department of Labor plan guidance says an SPD explains how an ERISA-covered plan operates and an SBC summarizes benefits, cost sharing and coverage limits. Keep benefit-plan evidence separate from the wage agreement.
Department of Labor travel-time guidance provides a separate travel-time rule summary. Record travel hours, per diem, lodging and expense reimbursement in separate fields because one payment label does not answer every issue.
| Document or promise | Verify | Question owner |
|---|---|---|
| Controlling CBA | Parties, classification, jurisdiction, effective dates, amendments and exact version | Employer and union representative |
| Storm agreement or assignment letter | Employer, customer, activation, release, travel, lodging, per diem, expenses and scope | Employer, dispatch and union representative |
| Wage schedule | Classification, location, effective date, premium and overtime language | Payroll and union representative |
| Benefit plan | Eligibility, effective date, SPD, SBC, contribution and coverage limits | Plan administrator |
| Insurance evidence | Named insured, policy type, limits, exclusions, dates and assignment requirement | Employer and licensed insurance professional |
| Work scope | In-scope work, customer interface, supervision, qualification and change authority | Employer and customer representative |
| Travel and lodging | Transport owner, travel-time treatment, lodging, receipts and reimbursement route | Employer and payroll |
| Dispute and change path | Notice, grievance, amendment and responsible decision role | Union representative or attorney as appropriate |
Mark every field confirmed, conflicting, missing or not applicable. A public agreement, screenshot or message is not controlling until the responsible parties confirm its identity and applicability.
